Other factors include the size of the loan, the type of security that you can offer, the type of business that you run and the risks associated with it, your experience in the type of business that you wish to start or expand, etc. There are all sorts of situations that can lead to business owners having bad credit scores. But they still need to invest capital in their business activities, because ideas and plans only work if and when they are implemented. Unsecured business loans may not be available for borrowers with bad credit, but lenders are very likely to offer commercial mortgages, as they bring a lot more security.
